Austin Federa, head of strategy at the Solana Foundation, spoke to Cointelegraph at the ETH Denver conference on the network's outages, the impact of regulation, and the launch of its mobile device. Speaking to Cointelegraph on March 1, Federa said the New York Department of Financial Services — NYDFS, one of the state regulators responsible for licensing crypto firms — was essentially setting up roadblocks for many projects looking to issue stablecoins or similar blockchain services. He added that Solana had heard from projects facing “pretty draconian” rules in the European Union related to liability around illicit transactions. “DFS has …
Stablecoins are a type of cryptocurrency offering investors price stability. The most popular stablecoins are those backed by the United States dollar — the world’s leading reserve currency. Others are less popular and not widely used, so many may not have heard of alternatives if they haven’t searched for them. According to data from the International Monetary Fund, the euro is the world’s second most widely held reserve currency, behind the U.S. dollar and ahead of the Chinese yuan. The euro is the official currency of the eurozone, comprising 20 of 27 member states of the European Union (EU), with …
The French National Assembly has voted in favor of legislating stricter licensing rules for new cryptocurrency firms in order to harmonize local laws with proposed European Union (EU) standards. The vote was passed with 109 votes (60.5%) in favor to 71 (39.5%) against. With the French Senate having already passed the bill, it will now be passed to president Emmanuel Macron who has 15 days to either approve it or send it back to the legislature. ✅ Projet de loi DDADUE dans les domaines de l’économie, de la santé, du travail, des transports et de l’agriculture | Adoption par l’Assemblée …
The final vote on the European Union’s much-awaited set of crypto rules, known as the Markets in Crypto Assets (MiCA) regulation, was recently deferred to April 2023. It was not the first delay — previously the European lawmakers rescheduled the procedure from November 2022 to February 2023. The setback, however, was caused solely by technical difficulties, and thus, MiCA is still on its way to becoming the first comprehensive pan-European crypto framework. But that will happen only in 2024, whereas during the second half of last year, when the MiCA text had already been mostly written, the industry was shaken …
The European Union is famous for its ambivalent relationship with privacy — on the one hand, it was the first place in the world to apply strict data protection regulations. On the other, its central bank digital currency (CBDC) project lacks the anonymity standards of private cryptocurrencies. Nevertheless, last week the EU lawmakers made a vital step to embrace privacy in the space of citizens’ digital identities. On Feb. 9, the Industry, Research and Energy Committee included the standard of zero-knowledge proofs in its amendments to the European digital identity framework (eID). The latest update was voted in by 55 …
The European Commission announced the launch of the European Blockchain Regulatory Sandbox on Feb. 15. The sandbox will provide a space for regulatory dialog for 20 projects per year through 2026. The sandbox was first announced in 2020 and is being facilitated by a number of private firms that won tenders in 2022. Funding will come from the Digital Europe Programme. Projects will be chosen by an independent panel of academic experts on a competitive basis from public and private sector use cases of “Blockchain and other Distributed Ledger Technologies.” Public sector projects on the European Blockchain Services Infrastructure (EBSI) …
The European Parliament has released a report on a draft bill proposing that banks holding cryptocurrencies set aside a large amount of capital in an effort to address potential risk. In a Feb. 9 notice, EU lawmakers said any framework applied to crypto assets should “adequately mitigate the risks of these instruments for the institutions’ financial stability,” proposing banks apply a 1250% risk weight on their exposure to digital assets — one of the highest risk ratings for investments. The proposed law suggested that such requirements go into effect until Dec. 30, 2024. “The rapid increase in the financial markets’ …
Should people who purchase nonfungible tokens (NFT) be entitled to refunds if they decide they don’t like their digital pictures? Some Europeans are beginning to make that case under a 25-year-old law. Unhappy buyers have claimed that their right to a refund is protected by a 1997 European Union law that requires any person or business engaged in “distance selling” — that is, buying and selling a product that is not done in person — to allow customers a 14-day grace period to return the product for a refund. But since digital goods are different, the law makes provision for …
The Economic and Monetary Affairs Committee of the European Parliament has voted for measures requiring banks holding cryptocurrencies to set aside a punitive amount of capital. In a Jan. 24 notice, the European Parliament announced the committee had voted overwhelmingly in favor of amendments to its Capital Requirements Regulation and Capital Requirements Directive applying to banks holding crypto. According to a draft law, banks would be required to hold a “risk-weighted exposure amount” of up to 1,250% of capital based on exposure to crypto. On Tuesday 24/01 @EP_Economics adopted changes to Capital Requirements Regulation (w/ 41/1/14) & Directive (49/2/7) #CRR …
The final vote on European Union’s much-awaited crypto regulations called Markets in Crypto Assets regulation (MiCA) was deferred to April 2023. This marks the second delay in the final vote, earlier deferred from November 2022 to February. The latest delay is attributed to a technical issue where the official 400-page document couldn’t be translated into the 24 official languages of the EU, reported The Block. Legal documents like the MiCA, which were drafted in English, must comply with EU regulations and be published in all 24 official languages of the union. The first delay in November that deferred the final …
By the end of 2022, scammers shifted their focus to duping crypto investors who desperately tried to recoup their year-long losses. An international law enforcement operation led by European government agencies joined crypto entrepreneurs and businesses to curb cross-border crypto scams since July 2022, uncovering a criminal network operating through call centers. Europol and Eurojust, two EU agencies for law enforcement cooperation, joined authorities from Bulgaria, Cyprus, Germany and Serbia to investigate online investment fraud since June 2022. The investigation identified a criminal network that incurred losses of over $2.1 million (over 2 million euros) — primarily for German investors. …
As the crypto space continues to expand into the mainstream, bridging the gap between digital currencies and fiat currency is a priority for many legacy financial institutions. Cryptocurrency exchange Huobi announced its partnership with Solaris, a European financial services provider, to launch a crypto-to-fiat debit card. The program, which Visa has approved, allows Huobi users to use their digital assets at the point of sale globally. Users residing in the European Economic Area (EEA) will have access to the card beginning in the second quarter of 2023. The EEA comprises all 27 European Union member states, as well as Iceland, …
